Blue Cross and Blue Shield of Minnesota offers non-emergency medical transportation support through BlueRide.

About non-emergency medical transportation program

Non-emergency medical transportation (NEMT) are transportation services coordinated, provided, or reimbursed by the county and tribe. This includes personal mileage and volunteer driver mileage reimbursement, unassisted and assisted transport levels.

Who is eligible as a provider?

The Minnesota Department of Transportation (MnDOT) must certify state administered NEMT providers. Certified providers must enroll with MHCP for ramp or lift-equipped, stretcher, and protected transport. Refer to MN DHS website for additional resources. 

Who is eligible as a member?

To be eligible to receive NEMT services, the member must meet one of the following criteria:

• Enrolled in Medical Assistance (MA)
• Enrolled in state-only funded MA benefits due to residing in an institution for mental diseases (IMD)
• Enrolled in Emergency Medical Assistance (EMA)
• A MinnesotaCare enrollee under the age of 19
• A pregnant woman enrolled in MinnesotaCare
• Enrolled in Refugee Medical Assistance (RMA)
• Enrolled in Minnesota Family Planning Program (MFPP)

Members enrolled in a managed care organization (MCO) must contact the appropriate MCO for the process and procedures for obtaining transportation services. Refer to MN DHS website for additional resources.

Provider Portal via Availity Essentials

All electronic transactions are received through Availity Essentials, our exclusive clearinghouse and strategic provider portal partner. Registration of your organization and users are required to access Availity Essentials. With access to Availity Essentials, you can verify member eligibility, submit a claim, and review your remittance advice. If you prefer to utilize your own clearinghouse or billing service to send electronic transactions to Availity, they will have the direct connection setup.
