Eagan, Minn. (August 3, 2017) — Blue Cross and Blue Shield of Minnesota (Blue Cross) is announcing that Kurt C. Small has joined the organization as a senior vice president and president of government markets. In this role, Small is responsible for all business related to government health programs (Medicare and Medicaid), which represents more than $3.5 billion in revenue and 900,000 enrollees.
Small comes to Blue Cross from Virginia Premier Health Plan in Richmond, Va., where he served as chief operating officer. Prior to that, he held the position of senior vice president of health plan operations for Highmark Inc., where he was responsible for all service delivery to their government and commercial members. Additionally, Small held several government and commercial executive leadership positions at Aetna over the course of a 15-year tenure.

Hayes, president and chief operating officer of the health business at Blue Cross. “Our long-term strategic objectives will benefit greatly from Kurt’s leadership. Small earned a Masters of Business Administration (MBA) from the Yale School of Management and a bachelor’s degree from the College of William and Mary. He is a member of the Executive Leadership Council and serves as a trustee of the Winchester Thurston School.
